There are two bands which the lever controls. You pull up the lever to engage the pto you are actually engaging (tightening) the "operating" band. my 300 utility had the same problem the lever goes through the housing and is keyed to the shaft. When I removed the housing and the lever from the tractor, removed the bolt at the end and drove the shaft out of the lever I found the keyway worn in the shaft.
