I have given up on this tractor. Thank you all for your help.

I understand that but closed no pressure on the valve spring should be sufficient. I did check valve clearance at TDC for both cyl.

I have this style of flywheel. Your TDC should be a V mark on the flywheel cover

Closed and the RH intake is open slightly

I roll the push rods to be sure valves are fully closed

The mag fires on both cylinders (compression and waste spark on other cyl).

No history of the tractor. You are correct it is JB weld. Push rods are equal length. Can't explain why LH valves are correct RH aren't. Sounds like I have a JD B for parts.

I checked my valve position. in all phases on the stroke. My RH TDC intake valve is slightly open (waste spark) when LH is on compression stroke TDC. The RH when on compression stroke at TDC the LH TDC (waste spark) intake valve is closed. Anyone with an explanation on why that would be?

yes i checked the manifold. did you see my post and pictures of the rocker position at compression TDC on both cyl. RH has the intake open on the waste spark the LH doesn't. that says something wrong with the cam.

when I get the machine running, I will replace it

    okay thank you

That is where my TDC is. I did the old school valve check. both closed at LH TDC. (RH intake is open slightly in this position), it closes at about 25 degrees ATDC. It seems that my RH waste spark is coming out the intake. I rotate the engine to RH TDC compression both intake valves are closed...

thanks I'm aware of that. I will watch them to see if they get worse. It is only going to be a parade tractor

some other person did that. I guess they didn't have a nut (or messed up the threads). I thought so about the TDC mark but it doesn't. That got me thinking the flywheel is of. But the weight position and the clutch weight position are at 3 o'clock when the piston is at actual TDC

I can take pics of the markings I have. They don't seem to match up with anything my manual says. I have a copy of the factory manual. The counterweight is in correct position on the flywheel it is 180 from the clutch weight that has marks on end of crank. The end of the crank on flywheel side...
