    Congrats on the find. Definitely want to inspect the sediment bowl... Sounds as though the fuel tank may be fouled. Try the old filling a pint jar thing by way of the carb bowl drain. See how long that takes. Good luck , let us know what ya find.

    Remove cotter pin , allow spring to slide where it wants... then slide shaft up and into position... once it?s in the guides THEN you can slide spring back up and install cotter key. Otherwise the spring goes into full coil bind before you have enough room to get the shaft high enough to slide...

    almost looks as though the pulley is large enough that it would obstruct a straight bar that mounted off the bottom plate... perhaps a bar that has an S bend and mounted to a plate that would bolt to your existing plate that the mower uses?
