Not sure if my problem is similar. I was tilling a couple acres. Everything hooked up easy. Started tractor went to the acreage put in clutch engaged PTO no issues. Leaving field, stop tractor put in clutch, PTO Lever will not move forward. At that point turned off tractor. Pulled tiller PTO...
