    I can see the choke isn't connected to the governor, just that when I had the choke out, the governor was moving in and out. When I pushed the choke in the engine died pretty quickly afterwards.

    Thanks, Jim: I'm not sure where the screens are. I assume there is one inside the carb body? And on the sediment bowl is there one inside the tank and another in the cap of the bowl? See arrows.

    Result. I was able to make the adjustment by screwing in the top screw on the control arm so it would engage the pump sooner. It's now raising and lowering as it should.

    Okay I have changed the strainer and put in 6 gallons of new fluid, but no change. Can I take off the right side cover with the 6 gallons in, or do I need to drain it again. (I know it takes 8 gallons. )
