    I wouldn't rule out the belly pump being locked up at this point. If everything else is turning free when its in neutral, the belly pump is about the only thing left.

    Like a couple others have said, I would check your charging voltage with the engine running at operating range. It sounds like you have an overcharging situation.

    I will just throw this out there, but you may have a leaking manifold gasket/hole in your manifold. Quick way to check is spray a little carb/brake cleaner on the intake portion of the manifold where the gasket seats. If the carb is clean and the idle screw isn't making a different an air leak...

    Is there any way you can post some pictures of the transmission from the top while you have it in what you think is neutral? I think you may have a gear that isn't sliding all the way out of mesh. If it is in neutral you should be able to turn the gears with the clutch in.

    IHC carb fuel inlet

    I actually have one of those carbs ordered in case I have to swap the top. If nothing else, I can swipe the jewelry off it. The floats are plastic as I understand. Jets are probably all the wrong size since they don't use Freedom Units over there.

    I can tell you from experience, mag point gaps are PICKY! Years ago, we were working on a cub that absolutely would not start. We went through everything, then finally checked the points to find they had been set at .020 instead of .013. Once we set it she fired right up.
