    You say power lift but then you say pull the handle so if you have a power trol thats a different story.

    Take a wrench and pull down on the rockshaft and then see if it picks up. You got to have weight on them to make them go down. All they were designed for was to lift the plows up and when you hit the pedal again they dropped like a rock.

    I always belt mine for a while with the plugs out and make sure oil pressure and everything else is ok and then if it is I put the gas and fire to it.

    The mag. may need just a cleaning and reset the points and then she may just fire.

    A air cleaner

    If you haven't had the carb completly apart including plugs passages and nozzle and physically run the right drills thru the different passages it prob. still is stopped up with rust. Just my 2 cents worth

    The dots on cam and crankshaft line up the crank and cam so that the valves will open at the right time.
