    Well, that's embarrassing... the noise was coming from the starter not disengaging. I pulled the starter out and lubed up the shaft that moves the bendix in and out and got it to move freely now. There was a little bit of gear noise from the governor, but barely loosening the bolts that hold...

    With the tractor off and PTO in neutral, can you turn the shaft by hand? When the tractor is running and you engage the PTO, does the engine change RPM any at all, that is, does the clutch seem to apply any pressure?

    Yes, probably need to disconnect the oil pressure line so the face plate will move forward enough to get to the switch. Also, label all the wires or at least take a picture before disconnecting so you get them all plugged back in the righ positions.

    Replacing the switch shouldn't be too difficult... unbolt the switch/gauges faceplate and pull forward, should then have all the room you need.
