    I would not use RTV, you need to buy or make a gasket. Glue the gasket to the pan with contact cement, then install it with a gasket sealer.

    tidle speed, the cut out relay will not have closed yet so there will be no output. It will read about 0, if you have a distributor rather than a mag, it may show a very very slight, or unreadable -, if you turn on lights it will show considerable -, maybe -10 or so.

    Do what Ted said first. If that doesn't work, it may be due to the belt needs to be replaced, sometimes once it starts rolling you can't stop it. You can get any belt at www.jdv-belts.com at a better price than Woods. The Woods belt 3652 crosses to JayDee # B225K. Bill B

    A fully charged 12V battery fully charged in good condition should be 12.9 to 13.1 volts at rest. 12.6 is just over 59% capacity.

    Butch is correct, #1 is at the rear of the tractor. #1 is at the belt pulley end, the timing gear end.

    1940 WC Gas Tank

    I have used most of the methods above, I have also cut the tank in half at the seam, sand blasted it and welded it back together. Whatever method, I finish with a tank sealer, like Red Coat, or other brands, they work.
