and one more thing be prepared to shut this unit down in case you have a run away ! get that air cleaner off and have a small piece of plywood or what ever to block the air intake incase you cant shut it down with the lever. you could also open the decompression valves also.
He can just decompress it by switching over to the gas side,that will prevent a runaway
 
Congrats on getting it to run on gas though, that's a win so far! That means the whole gas side pretty much checks out good so far!

The best way to know if the rack is stuck is to physically move it. So on the rear of the injection pump take off the oil fill cap, should be 2 bolts. With that cap removed, you can see the fuel rack on the right side (circled in blue). Take a screwdriver or punch and lightly work that rack back and forth (if it's stuck). You can use solvent or WD40/PB Blaster, but very little at a time. If/when the rack is free, you should be able to easily move the rack back and forth by hand, and with the lever.

If your rack is/was stuck on the diesel run position (which it can), then it could still be delivering fuel to the injectors. So just try this and see if the rack moves freely, and we can go from there.
The rack moves easily with the disconnected throttle. It’s clean and no rust in this part of the pump.
Maybe the next step it to adjust the limiting screw just left of your blue circle to allow the shutoff to move farther?

I have an IT manual that shows the Governor Adjusting procedure. Unless an expert here tells me otherwise, I plan to adjust the “shut-off stop screw” to give more movement in the stop direction. As is, I feel a hard stop forward (off) like this screw is hitting the housing and preventing fuel shut-off.
If that doesn’t work I may have to work through the entire adjustment procedure. Part of that procedure is done with engine running.

So here's the "correct" way to do it - summary from the IH Serviceman's Field Reference guide (your info circled in blue):

Make sure while doing all of this the pump is in full shutoff position.

First take off the side cover off the pump. You will see something like in the first picture. There hopefully should be a little gap between the v-arm and the front of the pump casting (the blue arrow). That gap should be 1/32 (.032) to 3/32 (0.94) wide, shown in the second picture. If that gap needs adjusting, then use the right screw in the back to adjust that clearance. Once that is done that cover can be put back on.

Now the next step I'm going to deviate a bit, unless you want to actually pull one of the injector nozzles. Crack the bleeders just a little bit and crank the engine so you can get a starting baseline of how much fuel is coming out now. Then, turn the back nut on the fuel rack. Turn it to where fuel is barely coming out of the injectors, then a little bit more just to make sure. You don't have to button anything up yet.

Now shut the bleeders and try starting the tractor on gas and see if you get less diesel smoke/smell. You might have some diesel smell for a bit but it should clear up eventually, and at this point if you re-open the bleeders it shouldn't make a difference in engine sound/smell (while still on gas). If it does, then re-adjust the nut some more.

I will admit, I'm no expert by any means, and I don't know if the service manual is correct, but try this and see if it works, and we can go from there.
