66’ Oliver 1650D won’t start

I have a 66’ Oliver 1650 diesel that won’t start. Bought it non running for a project. Previous owner had algae in the fuel and parked it. Been parked 8-10 years.
I have changed all filters, drained old fuel, put new fuel in with injector cleaner, cleaned the sediment bowl and blown out fitting at fuel tank, bled both filters, changed line from secondary filter to injection pump, cleaned the filter screen in the pump, installed new starter and installed new larger battery. I’ve also verified the timing of the pump, it’s correct, 2 degrees before TDC. I took the cover off the top of the pump and cleaned the metering valve up and made sure it isn’t sticking.
It cranks over great, but I’m not getting any smoke from the exhaust when cranking or any fuel out of any of the lines coming off the injection pump while cranking.
I can get fuel to the inlet fitting on the injection pump by manually operating the finger lift pump, but can’t get fuel out of the discharge end of the injection pump.
Is it time to send the pump and injectors off for overhaul or cleaning? Any thoughts would be appreciated.
 
sounds like something is stuck in the injection pump.
is new fuel draining out of the pump with the timing cover off the side of the pump?
 
That won't matter, fuel will STILL seep by enough inside to fill the housing even IF the plungers are stuck. Hopefully the rotor still turns, if not the head is seized and drive shaft is broken.
the OP stated fuel to the inlet fitting, but not clear on into the pump. that's why i asked.
no doubt, if internals are seized or broken, fuel into the pump won't matter at all.

Dieseltech was right. I tore the pump down, and the plungers (along with everything else) were gummed up with varnish or algae or whatever. I cleaned it up, put an o-ring kit and a new one piece gov. weight cage and ring in it. Got it running yesterday. Thanks for the helpful replies.
