Allis 1938 B hole

I found a hole between tran. Drain & clutch inspection plate I got some crud out of it maybe 1/4" can get scredriver up to top. That not clutch inspections hole. Not sure what it is

Tractors usually have a hole there in the bottom so the oil can run out. If the front trans input shaft seal leaks , or the rear main seal leaks. You don’t want oil on the clutch.
 
The "B" I had included an inspection hole on one side for ignition timing marks. Is that what you are seeing?
My 1938 B i think was hand crank B11284 then converted to battery.
I will look next trip for the inspection plate hole U speak of. That welded piece was were genatator was mounted???
