544 will not start without a shot

I have a HI 544 that is a true worker. The issue is it will not start without a small shot of either. Of course, I've cleaned the fuel injectors, cleaned the fuel tank and all fuel lines. I really have no idea what to do now. Does anyone have any suggestions for me? I'd really like to have it to start without a shot of every time I start it.
Thanks in advance for any suggestions may be shared.

Has it had any work done to the cylinder head?
If the valves and seats were ground, that is enough to cause sub-optimum compression, which results in hard starting.
There are strict specs concerning valve and seat dimensions on many diesel engines.

Not that I know of. I've owned it for a few years and all I've done to is change oil, hyd fluid, and cleaned entire fuel system.
Thanks much for your thoughts.

Is that fuel pump the style that the stop cable has to be pulled out part way when starting the motor? many of the German diesel motors you pull the shut off cable till you fell a slight resistance, this gives them extra fuel for starting

Hi Rick,
I have a 544 Farmall hydro diesel that anything below 60 degrees I push the ether button one and it starts right up. Once it is started no matter if it 25 degrees it starts ok. My tractor does have that button on the injection pump stop cable, but I do not use it. I do not use it much any more it is shed keep and very nice. We farm with 90 series tractors and love them.

Mine runs great after it is started. Maybe I should just live with it the way it is. I really can't complain the tractor runs great once started. I may just continue to give it a shot of ether and call it good.
Thanks to all.......

IH German Neuss D239 with the Bosch VA hydraulic governed pump. The LOWER cable lever MUST be pulled back to TOUCH the spring loaded plunger, that's the cold start position. Pulling cable further to compress the plunger is to stop engine. If that rear stop plunger assembly is not set right cold start system won't work. Also DO NOT open throttle more than 1/4 or cold start won't work then either. Could also be the pump hydraulic head is severely worn internally too, that USUALLY shows up as hard starting with engine HOT.

Great info, thank you.
