I had a steering leak from an o ring at the cylinder and it ran low on fluid. When I start the tractor it will run a few seconds and then it bogs down. Steering and brakes work after a few. No remote or lift arms. I changed the filter and screen was fine. Any help is appreciated.
 
Run the tractor at about 1100 RPM for 5 minutes then shut it off and recheck the hydraulic oil lever and make sure it is above the hash mark especially if the tractor has a loader.
Next make sure that you have no air leaks around the filter canister as this will allow the hydraulic pump to loose prime when tractor is shut off for a time. Since steering and brakes work after a time then the flow/priority valve could be stuck in the bore in the MCV valve.
Try shocking the hydraulic system by dead heading the remote valve a few times to see if that restores 3pt, other method is dead head power steering by turning steering wheel to the maximum in both directions until you hear the steering relief valve buzz then try 3pt.

Yes, shocking the system sometimes unsticks it.
Otherwise you have to remove it and use some fine emery cloth to burnish it smooth.

See attached photo below, your 674 will not have the FWD/REV pump but may have T/A pump.
The valve that sticks is called a Flow Divider in the photo, sometimes called priority valve as it splits the 10 GPM out of hydraulic pump into 3 GPM for PS and 7 GPM for 3pt and remote(s). I can't remember which way it sticks but one way no PS and the other no 3PT.
If you Google Search or Search this form for MCV you will probably find many posts about the Flow Divider sticking.
There was a new updated version inside a cartridge that was supposed to eliminate the problem.

You are very correct on engaging the Remote lever when getting on the tractor. When I use my brother's 474 in the woods in the winter with winter boots on, I almost always engage the remote lever with my right boot, so put a lockout tab on the sheet metal to hold the remote lever like the later CIH 95 series have.
