Olliver 550 throttle

I have my 550 back together and running thanks to a lot of help from this site. I have a question on the throttle. If I pull it all the way down i can get 20-2100 rpms, (cheap electronic gauge), but if I take my hand off the throttle it rotates back to about 1500 rpm. That is handy as it is pto speed, but just wondering if that is normal. It would be difficult on a tractor ride to have to hold the throttle in position all the time.
 
There's a friction disc under the edge of the battery, left side, where the linkage to the carb hooks on.
 
Interesting. I put a nylon washer between the dash and the throttle lever so it wouldn't have so much slop. I am going to take that out to see if that makes a difference.
