You might want to post this up in 'Tractor and Farm Talk' where it will get a wide audience and likely lively discussion. At the point you describe I usually reach for the Oxy/Atcetylene torch....

Depending on bolt location CAREFULLY burn it out with a torch.
I've done it with a wheel stud

Can you weld a washer then nut onto the broken bolt and turn it out?

That situation calls for an EDM machine and a person who knows how to use one. It's kinda like a high-voltage spot welder that burns out the tap and bolt, leaving only the bolt threads, which are picked out with magnetic picks.

I successfully removed a broken bolt with an embedded drill bit using a die grinder with a carbide burr. After getting as much of the bolt out as possible with the die grinder, I was able to clean up the threads with a tap.

What does the broken bolt do? IF it holds a part that is also held in place by other bolts, you can use the part as a jig to remove the broken bit. IF this is the case, let me know I will explain the process.
