What is this metal frame? Rack?

I found this leaning against a fence post.
It's around 68" wide and 30" tall. Looks like one length of chain missing.
It's well built, probably factory.

That makes sense. There's an offset where the bucket lip would insert.
Not too strong though.

Definitely! A piece of metal leaning against the fencepost caught my eye. That's a sign!
