OK, WD, WD-45 gurus

I'll try to keep it short but it's complicated. Have a WD (with a -45 motor) that needs a motor, bought a WD-45 for the motor but decided to fix both. Trying to adjust the governor/throttle linkages. Could not get full throw on the quadrant. Found this issue (pics) that the governors are different and the throws on the governor arm are different. What do I have here? The casting # on the new WD-45 is AV3853-6. If I adjust for idle the wide open will only be 2/3 of the quadrant. If I adjust for WOT the idle is 1/3 of the quadrant. Engine reacts properly but the quadrant travel is limited. The old looking governor is on the original WD, the painted one is on the -45. Sorry for any confusion but thanks for any help. EDIT: The old governor rigged fine on the WD.

The difference in those governor speed control arms were a running change. Nothing for you to be concerned about. I'm pretty sure the change occurred in the early 1950's on the later WD engines because ALL WD-45's had the newer design. What you are trying to solve is proper adjustment of the two setscrews just ahead of the gas tank on the right side at the bell crank lever. Shoot for full engine speed with the hand throttle almost clear down on the quadrant and don't worry about where the hand lever is at a slow idle. You probably don't have the governor arm "synch'd" to the carburetor anyway on the other side of the engine, but that can wait for another day.
 
Try to adjust the bell crank, so when at wide open throttle, the long rod going to the engine almost touches the bell crank and can't go any farther. This will see to it the balance spring on the bell crank holds the throttle at the wide open position all the time when operating.

Not sure I understand when you say almost touches the bellcrank. It is connected to the bellcrank and the governor. I did connect the carb to the governor rockshaft as per the manual. I do appreciate the help.
 
When adjusted correctly (long rod from bell crank to the engine) and the bell crank is rotated counterclockwise fully, the long rod will touch the bell crank pivot. Ideally when the governor speed lever on the right side of the engine is pulled 100% to the rear, the bell crank should be rotated 99% fully clockwise with the long rod almost touching the pivot. THEN, adjust the short vertical rod to get the throttle hand lever on the steering wheel to be almost clear down at 100% full throttle and it is whatever it is at an idle.
