1999 F250 fuel pump replacement???

Had to have it hauled home on a flatbed as it cranked like crazy but no fire. Rather than towing it to a shop I opted to roll the dice on a local mobile mechanic on fbook mktplace. He came and diagnosed it as fuel pump and swapped a relay no help. Told me to buy a fuel pump and we set a date to install-----he then went radio silent. Might be for the better that he never came back.

The truck is a F250 Super Duty 5.4 Triton 5-speed manual with a 29 gal mid mount tank. I've spent a fair amount of time looking at U-tube and different Ford truck forums and not gaining much information. I'm not even sure if the proper method involves dropping the tank or lifting the bed.

I'd like to get this running so I can get back to rebuilding my 1948 Allis C.
 
You can drop the tank or lift the bed. Bed bolts may be rusted and tough to get out. If you lift the bed, you don't have to empty the tank. If you drop the tank, you do. I dropped the tank on mine. Siphoning the fuel out took about as much time as dropping the tank. The quick connect fittings at the pump are plastic. Mine were fouled with dirt and crud. Wound up busting them getting them off and had to replace them. Probably could have freed them up if I had been more careful and patient.
 
Also saw on you tube where you cut out a square above the fuel pump in the bed with aside grinder and replace the pump that way.then
calk or rivet cut out back in when done.. If you have a bed mat no one would ever know what was done...
 
Are you willing to hang your hat on what that FB Marketplace dude said ? Ned could tell the difference between bad relay and bad fuel pump while he was still in the first reader. Before dropping tank or cutting holes in bed I recommend you get a real mechanic to troubleshoot problem.
 
I dropped the tank on a 96 Dodge and broke the plastic fittings. Next time raised bed.
Cutting a hole sounds good to me.

I'd trouble shoot it before changing a bunch of parts.

Does it have any fuel pressure?

Could it be the anti theft system?

Is there power going to the Coils?

Maybe spray some 2 + 2 in the intake and see if it fires?
 
Mobile mechanics are the bane of my existence, they're mostly hacks that make trained professionals look bad. I'd have it looked at by someone who knows something. I doubt he even knows which relay is the fuel pump relay, it's not obvious on a Ford.

If it actually does need a pump, drop the tank. In my area, it would need a tank, tank straps, and hardware anyway due to rust.
