Deere 820 duel fuel filter issue

I have a John Deere 820 with a AR66294 duel fuel filter. The tractor had been sitting for years without being used. It started and would die after 10-20 seconds. I cleaned out the fuel tank, fuel lines leading to injection pump, return lines, and replaced both filters on the AR66294 with NAPA 3166 filters. The lift pump works. I primed the 1st filter by venting and using the lift pump.. The second filter will not fill. The AR66294 has been on the tractor for years so it should not be defective but possibly some blockage?. Any insight would be greatly appreciated.

Hi, I noticed you have NAPA 3166 fuel filters, see attached photo.
DieselTech, posted about this problem a few years ago, see the difference in the tops of the fuel filters, the CAV has all the holes for fuel to flow and NAPA fuel flow is on the outer rim and if filter O-Ring is not installed properly the O-Ring slips down and blocks the fuel flow around the outer rim.

Thanks JimB2. I think this must be the problem.
