Help!!! Montgomery Ward 16 B&S Problems

Howdy Yall!
Got a montgomery ward 16 variable speed with an old cast iron B&S engine.
Some less knowledgeable person got to it and really messed it up so my friend needs help and I am posting for him.
-
1st Thing: the governor was super messed up, managed to find a diagram online and got those 2 springs plus the correct adjustments. Has a new Chinese carb that was went through and cleaned. Having a surging issue I can not tune out.

2nd Thing: the driveshaft shaft was either snapped off and rewelded out of true or homemade. Anyone have the stock part number or an nos one they would sell? This one is hitting at high rpm. Thinking is could be causing the surging. Also what is up with the rear end pushing grease out the little fill hole thing.

Brgs and gearboxes tend to spit out the grease hey don,t want. I,d open, clean, regresse and install a breather. If you want specific insights, let alone parts, provide year and model of tractor and engine. Trans also if that is troublesome. Stop running if overspending due to gov., lean, or both!
 
Does the muffler stacked on top of the other muffler make it any quieter?
I am thinking that Simplicity made those. (It sure looks like a Simplicity except for the hood.) I think there is a website: WWW.Simpletractors.com or some thing like that.
Does feathering in the choke help the surging? Have you tried adjuting the governor linkage?
I am also somewhat surprised that it has two governor springs. I am thinking most of those engines only used one spring.
How old is the fuel filter? It doesn't look to be same age as the carburetor, unless it is just naturally a yellow shade.
