Belarus 822 3-Point Lift Cylinder

My 3-point lift on my 822 is losing pressure and slowly dropping my attachment. I ordered a rebuild kit and pulled the cylinder and it ended up having a sever score in the cylinder so I ordered a new one. Part number C100x200-03. Mine came and it is compatible in all dimensions, but it does not have the pin that supports the limiter collar, to keep it from raising too high. Not sure if it has the retard valve to keep it from dropping too quickly with a heavy attachment. In most aspects it appears to be a modern replacement for the old design cylinder. I am just going to assume it has a retard valve as standard issue since it is for a lift cylinder. Is the lift limiter important on this tractor?

My replacement cylinder on the left below (in the box). The original cylinder design on the right. I removed the caps on the new cylinder and there does not appear to be a retard valve at this point in the system.
