Ferguson TO30 Governor Failure

When I pulled the oil pan, there were pieces of the governor ball cage in the bottom. I'll need to replace the governor but am concerned about another similar failure. There are 10 balls and slots and all ten had sheared off and the balls were loose in the governor. After 72 years maybe this isn't too crazy, if the governor is original. Engine firing impulses are transmitted to the governor causing torsional side loads on the balls and retainer. Any oscillation in the governor control can also apply similar loads. I'd much rather have one with a sturdier retainer but all the replacements I've seen have the original stamped steel types. There was an oil film on all the parts and the timing gears look ok. Any thoughts?

I was under the impression the Novi ball governor was upgrade from flyweight governor that my TO 20 had and failed over 50 years ago.
