200 A C rear end trouble

What would cause the left rear tire to slide on a 200 when the transmission is in neutral? The tractor has sat outside for a couple of years. The brakes were almost non existent before tractor sat up. Thanks for y’all’s help.

I assume you're trying to tow it? The way they are configured it seems unlikely water would get into a brake housing, but that's what it sounds like to me.
 
Yes, I was trying to tow it from the field to the shed to do some other work on it when I found out left rear wheel is locked. Thanks for the help, that will be the first order of business to get that freed up.
 
Remove the four bolts that hold the cover on the left brake and disassemble it one piece at a time. The tractor was left sitting for years with that brake locked and it's rusted together.
