6000 Injection pump - stuck wide open

Hello to everyone, I have one of the red 6000’s that was never sent back for rework. I had it repainted and have not run it for 2 -3 years. Yesterday was going to get it out and when I fire it up it runs wide open. The linkage lever moves going into the pump, but engine does not respond, running plus 2400 rpm’s. I’m assuming the fuel rack is stuck. I’m looking for some help with how to fix this, yesterday I poured in two quarts of Diesel 911 in hopes that it would help. Also the throttle stop does not shut off the injection pump. To stop the tractor I have to put in 10th gear and snuff by applying the brakes. Any ideas or suggestions. Thanks so much. Dan
 
I don't know off hand which pump they have. With the simms it is very easy to unstick them not so much the Roosa Masters. One thing that I am sure of the 911 will hurt more than help, Is the pump in line or round?

Take cover off that has 2 bolts with the breather and will see square bar, move back and forth, May have to put lube on it. Bet oil hasnt been changed in a while.
 
Thanks to all for comments and suggestions. I followed instructions, removed small cover, rack was stuck, sprayed and worked back and forth many times. Removed and made sure fuel shut off was free. Re started tractor and runs like I remember.
So grateful for this antique tractor family with all the institutional knowledge. Thanks again.. Dan
