I have a small version of that design pliers. Sold in the 50s/60s as a battery cable tool. Remove badly corroded/round clamp nuts.

But mine looks much better, or did the last time I saw it.
 
You don't soak steel in vinegar, the object is suspended above the liquid. The vapors do the work. You can sharpen a file this way. Put a few inches of vinegar in a gallon jug, suspend the file above the liquid with a short section of copper wire. In a month or so the file teeth will be eaten away enough that they are sharp again. Just wire brush the resulting corrosion after wire brushing.

Every thing that came up in a search says to soak, I was taught to and have been soaking stuff for almost 50 yrs 🤷‍♂️

"The best way to use vinegar on rusty metal is to soak the item in undiluted distilled white vinegar for 1 to 24 hours (checking periodically), scrub away the softened rust with a wire brush or steel wool, and rinse and dry the metal completely to prevent flash rusting"

That must be the quick way, I was taught to leave the object suspended in the vapors for a month. As long as it works, I guess the method is immaterial. Another quick way is electrostatic by using an old battery charger.
