Newholland 216 rake

I have a newholland 216 rake and im having a heck of a time trying to get it to ride above the ground it keeps digging the teeth into the ground. My rake has shocks on it I just replaced them all thinking that was the problem it didn't change it . I have the the link arm thing adjusted in all the way and it still digs in. Would it be worth putting gauge wheels on it?

I had to google to see what a 216 was. Watched part of a couple videos. There's got to be a way to adjust height. Look it over and figure out what sets height.
 
Got a pic of what you are dealing with?

The YouTube videos appear to have 2 cranks to adjust things on each basket, is yours modified or different options or what?
