Rattling sound coming from governor on a 730

I recently replaced the tachometer drive gear that's inside the governor housing, and got everything put back together and started it up and ran fine, started and ran a few other times since then too, but yesterday I started it up in order to run the cultivators through the garden, and the governor housing was making quite a bit of noise, maybe the sound of bearings going bad. When parked a couple weeks ago it had no unusual noise at all, then instantly had noise upon startup yesterday.

One thing I have noticed is the LP converter is starting to leak and letting coolant drip into the intake, so there's a big puff of white steam that comes out on first startup, but clear after a second or two. The only thing I can think of is that it leaked so much down into the pistons that some water/antifreeze got into the crank case and so pumped water onto the bearings instead of normal engine oil. It also sits out in the rain, don't have a barn or cover for it, so water does get into the gear box a little, but has never been a real problem.

Governor is still working normally, I also turned off the hydraulic pump just to make sure the noise wasn't coming from there, but it still made noise. I'm going to loosen the oil drain plug sometime today to see if any water has settled down to the bottom after running it yesterday.

Any other ideas if this is not the issue?
 
After sitting overnight so any water would be in the bottom of the crank case, I loosened the plug and no water came out, just normal looking oil, checked the dip stick too, at normal level and not foamy or anything wrong with the oil. I started it up and still the whirring noise, sounds like the gears aren't quite meshing right. Looks like I'll have to open it back up and see what's going on inside there.
 
Well, that's embarrassing... the noise was coming from the starter not disengaging. I pulled the starter out and lubed up the shaft that moves the bendix in and out and got it to move freely now. There was a little bit of gear noise from the governor, but barely loosening the bolts that hold the cover on and the noise went away.

So, you are going to run your tractor with loosened bolts on your governor? I'd be keeping a close eye on it!!
