I thought this is an interesting use of a REO Gold Comet.

Old cab on a modern chassis.Aluminum slide back car hauler body with a hydraulic winch in the middle under the headboard. You can see the cable strung out to the rear, the standard position for it when driving empty.I can't make out the brand of the body.Beautiful truck.

When I first saw and responded to that post, there was only one picture showing for me,the one taken from the front corner. The next time I looked I saw the second picture, clearly showing the winch, cable, bridle and the stinger.Somestimes my computer does funny things for me.

“Not for Hire.” What do they use it for?
Also, if it’s a newish truck, how is it that the brakes are unreliable? Front and back wheels are chocked.

Not for hire means means he has no PUC authority.(we call them rights). He can pick up vehicles to haul to his place of business, but can't pick them up off the side of the road and haul to the owners house,or another destination.Personal use trucks are marked like this too.I didn't read anything about the brakes being unreliable.

I certainly would not drive something that big and heavy if the brakes were "unreliable". There's no telling when the brakes would suddenly give out. Of course there might be more to the story that we don't know about
