Farmall H - Stuck brake cover

Any hints on how to get the cover off - brakes are locked up on this side and the cover does not want to come off.

Put a vice grips or the lever back on the brake cover shaft, then jam it back and forth as you are wiggling it off. Also could try rocking the tractor possibly. I see you are already prying on it, something like a small prybar might help to pry on the top too. Mostly just go from side to side, back and forth.

If you can back off the adjustment screw on the bottom of the cover that might help a little too.
 
I think I've gotten all the bolts out. I took additional pictures. I should also mention, this tire's locked up. Seems the brakes are just too tight against the inside for whatever reason. And also, if you look at the bottom, it looks like it's rusted out where the adjustment bolt used to be.

Is the cover going to get replaced? If so, that opens up more options.
 
Try putting a couple of bolts back in cover and lever back on shaft. See if it will move toward top by using a adjustable wrench on lever. If shaft won't move at all it could be stuck on inside end in housing or stuck where it passes through the cover. If you can get shaft moving clean up exposed end, then pry out cover some and see if shaft can drive into cover. Need to keep pry pressure and hammer more if you get it moving. Cover will slide over outside of brake bands if shaft moves. Warning have found shafts stuck so tight in cover that heat was needed to remove. also end of shaft stuck in housing tight.

We've sprayed it to loosen.

Are we able to apply heat to the outside? Anyone else had it stuck like this that bad?

I think you’re being to nice to it. The other end of the shaft that the actuating lever is on just sticks into a hole in the rear end housing (not engine) and pivots in there. Got a two foot long pipe wrench? If not go to Harbor Freight and grab one. Put it on there and give it a big heave ho twist. Just try to support the outer end of the shaft with some counter force so most of your leverage on the wrench is translating into twisting and not force that is try to bend the shaft sideways. Very difficult to explain this all to someone that doesn’t have much experience with these types of things. Once it move a bit one direction spray some penetrating oil on it pound on the end of the shaft with a hammer like you’re trying to drive it into the tractor. The shocking of the hammer blows helps free the seizing caused by the rust. Then try to turn it the opposite way. Continue working it back and forth, it should eventually come free.
Edit: First attempt to turn it should be counter-clockwise.
Edit 2: Not the best video but at 8:30 you can see the shaft it just has a shorter end that sticks into the rear end housing. And he shows you how the bands pull off separate from the drum incase you are trying to remove it all at once. He is working on an M but the system is identical just upsized a bit.

Use the lever to actuate the cam for the band. Once you wiggle it the right way, it will slide off the drum. Think it goes back toward the axle?

What lever is stuck in the engine??

Not to good at reading what others reply are we? I think if you did you wouldn’t have asked that last question.
Edit: Sorry for the sharp response. A few things are kind of bumpy around here today. Come to YT where I can usually get a bit of pleasant release and it came out wrong. It’s a pet peeve of mine. I just think a “discussion forum” means any who participate give equal consideration to all who participate and reply. Doesn’t apply here but it gets pretty glaringly obvious sometimes especially when an old thread is revived. You get jokers replying to the original poster that could be a subject from years ago. No attempt made to determine what the current question or discussion is, just answer that first guy. Rant over!

I was curious if he meant engaged instead of "engine". It would make more sense in context.

Thanks for all the help. We got the brake band out. Now we'll just have to clean it up before we put it back together so it doesn't get stuck again.
I don't know what your progress is as of now, but FWIW here's my thoughts:

I'm assuming you are using a different cam lever for reassembly? Will most likely be easier and faster in the long run.

The brake drum will have to get cleaned off and deglazed with a steel wire brush. It needs to be bare metal with a dull finish for it to work properly.

Are you replacing the band too? Be careful, it might have asbestos in it.

Also, when I recently did the brakes on an H, I put some grease on the cam lever and inside the rear end hole, that way when it got put back on a little bit of grease squirted back out to ensure it was greased.

I'm sure you probably have it all figured out, I just posted this for someone else's future reference.
