Front tire tube failure against the rim

Howdy all.

I have a 74 Ford 3000. I keep having front tire tube punctures against the rim. Admittedly the inside of the rim is kind of rusty and rough. Still surprised this is happening. Looks like slices . The first time I thought I pinched the tube mounting the tire but it took weeks to fail. I patched the tube and reinstalled ...two more times. Found slices on the inside again and again. Is there a rubber liner I can install on the rim ? I see puncture guards that install between the tube and tire but not between the tube and rim. Help !
 
Have the rim sandblasted clean (or needle scale and wire brush it). Inspect it for cracks and rough spots, repair as needed. Some will disagree but I would prime with a rusty metal primer then top coat and give it a couple days in the sun to dry.

What size tire and what size and type of tube are you using? I am using radial tubes in tires. They seem to be a better quality than bias tubes. Get the tube from a tire shop (they generally will have tubes that are a known quality) and get a stem bushing if the rim has a 5/8 hole. It is better if the tube is a bit underside and has to stretch, that reduces wrinkling.

Clean the rim and then either tape it up or as I do I use truck bed liner spray.
 
Clean the rim with a wire wheel and paint it, I brush on a heavy coat of black frame paint
Also I only use the thicker radial tubes, today’s bias tubes are thin as paper
 
I have seen the same thing where there are long splits,, but these are where the tube was folded in the box? I call these "rotten" tubes but dont know if they are too old? too cheap? or made out of paper mache? rusty rims usually put a hole in one place where a sharp piece of rust wore through it. IN which case I sand the rim, and paint it.. but the rim will remain sticky for a couple of days and this can cause tube failure. So be sure the rim is very dry. Corn starch can also help if applied to the RIM & TIRE before the tube is installed to keep from pinching the tube and let it correctly expand. But cheap china tubes will spit and fail with long cracks. Seems like I ran through a batch of them and have not had that problem for a couple of years now, but I have a lot of "old stock" tubes on the shelf.
