How to engage the Belt Pulley on Case VAI

I have a Case VAI. When I pull the lever at the back the main pto shaft engages, but the belt pulley will not spin. Is there another way to engage this pulley or how is it supposed to work? I can't find anything online and ive lost my operator manual. I have an exploded parts book and my only guess is that a gear is worn off on the shaft or a pin/key is sheared off.

I take it your tractor does not have a hydraulic pump. The pulley is engaged by loosening a square headed bolt with a jam nut in the belt pulley shaft housing near where it mounts to the tractor. When loosened it allows the pulley and shaft to be pushed in towards the tractor to engage the pulley. Once slid in lightly snug down the square head bolt and lock it with the jam nut. The pulley turns anytime the clutch is engaged (pedal up). Check you Direct Messages accessed by your envelope or mail icon at the top.
