JD 400 Industrial brakes

Bought a JD 400 Ind at auction and was not running. Repaired it and runs and hydraulics and power steering work but no brakes. No pressure on pedals at all. Does the valve need rebuilding?
 
The brake valve is in the low spot of the system. A good cleaning and brake bleed should get you going. Do not need to remove valve from tractor, if I remember right 2 plugs on the top 2 internal and 2 on the bottom, then wash out.
 
Welcome to the site! Its been a few years since I worked on mine but as I recall there is a hole in the side of the valve body that corresponds to one in the transmission case/hydraulic reservoir. This allows fluid to flow into the brake reservoir/valve body. Remove the right foot rest and the top of the brake reservoir is accessible. Should be a plug you can remove to check fluid level. If its dry chase down why.

I'd begin brake diagnostics by bleeding both sides. Engine should be operating at idle speed so trans pump can replenish hyd oil in brake reservoir while bleeding.
