1972 ford 5000 not getting fuel, and steering issue

my tractor is randomly shutting down tonight as I'm mowing
starts to sputter and then kills the engine
tried to bleed all 4 lines on the fuel pump, after cranking for a long, long time(with intervals) finally 1 of the loosened bolts are getting wet from fuel
then after lots more cranking all 4 finally get wet, and that's when it fires up.

tried to keep mowing for another minute, and same thing happened again.

where do I start to figure out what's causing this?

fuel filter was replaced 20 hours ago
has fuel in the tank

in regards to the steering issue:
when the front of the tractor is down in a ditch, the steering locks up and steering pump starts to whine

Remove line at fuel filter coming from the tank. If you have a slow trickle, the screen in your tank is plugged.

I had the same issue with my 5000 a few years back. Sometimes ran for quite a while before shutdown, sometimes a few minutes. Found and removed part of a leaf in the tank. No more issues!

Heck fuel flow from tank to filter base, the from filter to pump
As for the steering it sounds like the pressure relief valve in the pump is doing its job, or the pump is worn out and bypassing
Does this happen while setting still or while moving. The pressure relief valve protects the steering column otherwise to much pressure will cause the column to fail and possibly destroy itself

it seems to happen when the tractor is not moving

as for the fuel issue, it has been resolved, junk in the tank plugging the ball valve, thanks!
