Ford 600 sputters under load going uphill

My Ford 600 tractor has developed a problem of sputtering and losing some power while going uphill with a load. Perhaps this is a fuel flow symptom, though I haven't yet had time to investigate. Has anyone had a similar problem and found a good fix?
 
Does it still have the original fuel line routing? Or was it rerouted up to the front of the engine? If it has been rerouted, try it with a full tank of gas.
 
The tractor is unlikely to have the original routing. It is 70+ years old and has had several owners. I can try it with a full tank.
 
Fuel problem... Float set too high or too low so that the up hill starves for fuel?? or does it start blowing black smoke due to flooding or too much fuel. Also low fuel in tank?
 
before filling the tank I'd check flow from the fuel outlet at the tank. Easier to drain 1/4 tank then a full tank.
 
Try the standard fuel flow test. shut valve off, remove drain plug from float bowl, put an empty container under drain, open valve andn time two minutes. You want to catch 16 ounces.
