How do you mean bump? I find it difficult to move rim, should I have adjusters in a neutral position , with no tension ?

A bump with a sledgehammer where it needs to move. Just enough tension on the eccentrics to hold it in place, but let is move when bumped. It is trial and error, I can't give an amount to turn the eccentrics beyond that.
