Ford 2600 steering wheel shaft repair

Working on a 2600 with the typical p/s leak out from under the steering wheel. This is the third tractor I’ve done. I’m using the same repair kit from this website that I’ve used the past two times, but this time the shaft is so worn down that I can put the speedy sleeve into place by hand. Has anyone ran into this and had any luck getting it to seal correctly? Is my only option to pull the steering shaft and get it welded and re machined? Based on the brazing marks it seems like it’s been worked on before.

If it's close, coat the shaft liberally with red loctite. It will hold it as well as seal it.
