MF50 thermostat housing bolts

I have a late 1950's MF50 with a continental Z134 engine. I want to change the thermostat. It's not working or there might not be one even insalled. The tractor won't reach operating temperature especially in the winter even with a cardboard barrier. The housing bolts are tight and I'm afraid of them breaking. My question is are they white metal or steel? Thank you in advance.

Steel, never seen white metal bolts in a thermostat housing.
 
The thermostat housing is cast steel and held on with steel studs. 3/8-16, I believe.
