The "Position Control" lever under the seat clamped down? Why

I just got this 1950 8n and noticed that the position control lever is in the down position with a washer bent in such a fashion as to hold it permanently down. Why would someone do that? Does that mean there are some issues under the cover possible? I plan on using this tractor to brush hog with a 5-foot Woods M5-4. So I'm thinking it should be in the up position.... would it matter for this???

With no info from PO, suggest pull the right side cover plate ( dipstick) grab a mirror and light, and see if the position control parts are present, and that there are no visable bug a boos.

It may lift just fine, or it may have missing/ broken parts.
