Farmall Cub starting issue.

UPDATE I pulled the valve cover and looks like some of the valves are stuck. I’m working on that. Also ordered plugs and new wires and a carb kit.

I picked up a Cub that sat a couple years.I emptied the gas tank and replaced the fuel bowl. New battery and cables. Has good spark coming out of mag #1 wire.
The spark plug wires are in the right sequence.
When I crank it I only get a couple pops out of the exhaust and sometimes some flames. Starting fluid in the intake doesn’t help.
Any ideas what’s happening, is the problem in the carb or the mag.

This a magneto or distributor ?
