Jubilee oil leak

Have a Jubilee shmutzing oil out of the timing hole near the hydraulic pump. The oil is not coming from the pump,and it's not all the time. Any ideas?

Is this cotter pin present, and loose, letting engine oil, or trans fluid leak out?
If the hole is plugged, a leaky trans seal, or engine rear main seal will spill fluid/oil into the bell housing area, and will accumulate, and can be flung around by the flywheel.
