1957 international B250 PTO issue

Running a baler with my B250, I had to keep the pto lever held in or it woukdnt stay engaged. Removed the PTO shaft and looks like the attached picture. Is the wear on the shaft behind that ring the cause? TIA

I’ve had issues with internal 560 pto over center clutch adjustment due a location snap ring that had become out of location groove shaft of clutch .
Which from your description it is out of pto is out of adjustment ,find the manual to adjust , from there go to internal issues.
 
Make sure the PTO engagement lever is not bend and is locking into the holes in the side of differential case.
See this video it is for a B414 but B250 is similar except no constant running PTO. Check the splines on the front PTO shaft (Counter Shaft).
If your B250 does not have the constant running PTO (Dual Stage Clutch), the Counter shaft is different than B414 with dual stage clutch.
