IH 340 Utility won't start

Looking for ideas as to what might be wrong with our 1960 IH 340 Utility, 6 volt When we try to start it, we just get a growl and the engine doesn't turn over. We can let it roll downhill or pull it and pop the clutch and it runs fine. We have replaced the starter and tried a different battery neither make a difference.

What does the ring gear look like on the flywheel? Are the ring gear teeth pretty chewed up?

Is the starter turning?

Growling as in the starter drive running against the ring gear but not engaging into the ring gear?

Possible wrong starter or drive on the starter?

Battery cable condition?

Does that mean the flywheel is bad? Is it possible to replace?
Get it to a position where it only grinds and won’t start, pull the starter and take a photo of the teeth and post it here. As Jim said when the starter is out rotate the engine and check the teeth all the way around. Yes the ring gear can be replaced but if not obvious it requires the tractor to be split.
