They are the small round spots between the spokes of the retainer on the inner side. 3 are easily visible to see in your pic.

These are of my air cleaner. The first image is what I am told are spot welds. They are not welds but punched into the metal. I can see right through them.

The only spot welds I can find are on the tabs on the inner ring of the retainer as shown in picture 2.
