IH 674 diesel hydraulic mystery

Last spring I rebuilt the PTO clutch on my IH 674 tractor and I figured I would replace the hydraulic filter while it was drained. When I went to refill the hydraulic oil it should have taken 9 gallons but was full at 7. I mowed a little thinking the level would go down but it didn’t and pushed some oil up the dipstick tube. I’ve used it a few times for a few hours and nothing changed until the brake pedals went right to the floor. Is it possible these problems are related? The PTO clutch and the filter were the only things I replaced.

Did you drain all 3 drain plugs? They do hold a little over 9 gallons when completely drained. Mark.

Or the hydraulic oil transfer pump is not working in the bottom of the transmission.
See below for transmission fluid level check procedure.
I assume your 674 is gear drive, so park on the level over night, check the transmission fluid level in the morning before starting the engine,
remember the level on the dipstick, start engine and run at 1600 RPM for three minutes, shut off engine and recheck the fluid lever on the dipstick and it should be lower than the first check and on or slightly above the hash marks. If the level did not go down then the transfer pump is not working or it's input screen is plugged with clutch or parking brake material.

Thank you JimB2 the level actually went up quite a bit so it looks like I better check that filter.
