19-105 Loader hole under control valve mount?

So my loader started leaking around the control valve recently so I removed it from the mounting plate to investigate. The previous owner had a piece of plywood between the control valve and mounting plate. The plywood has been disintegrating for a while and I planned to address that anyway. Looking at the mounting plate, there’s a hole that I’m realizing was the source of hydraulic fluid, and not the control valve like I originally thought. Now I’m wondering if the previous owner was basically trying to plug the hole with the plywood because I can’t figure out why the hole is there and what its purpose would be. The hole belongs to the bending pipe that tees off a vertical pipe going into the loader frame.

I’ve found the loader manual and I can see the bending pipe, but they don’t show the end with the plate or how the control valve mounts to it. I can’t find any good pictures when trying to search online. Any help would be appreciated as I’m trying to sort this out. Can I cap it? Is it supposed to be an overflow and I have too much fluid in the system?

It would appear there should be a gasket or O-ring around that hole. It appears to be a return pipe to the reservoir for the loader valve, along with the hose tee'd into it..
The outlet of the valve control has a separate hose but it does tee into the same pipe close to the frame/reservoir. I’m seeing it now, the original control valve had the outlet out the bottom and I have an aftermarket control valve.
