1949 or 50 8N Starting Problem

It's been a few that I could check all of this out.

Testing things all seem to be working. What’s not it won't turn by hand crank meaning it wont budge at all. Lock up!
Best input I have is to Use a rust penetrant or Automatic transmission fluid, putting a tablespoon in each cylinder then reinsert the plugs. walk away for a week then try it. Using a small pry bar on the teeth of the flywheel can also provide more force. Move it both Clockwise from the front and Counter clockwise from the starter hole. if it just won't turn after this, do not try to pull start it, that breaks things that are expensive. A endoscope is a small investment that works with your smart phone to show illuminated close up images and can go down the spark plug holes to see if there is radical rust in the cylinders.
