In this case just use the ready made ladder on either side (wheels). LOL Most of those smaller tractors like that I just climb over the back since the platforms are pretty high to step up on to.

Must be overseas. It has a tag(number) on front grill.
Think the rear wheels were used for some reason or
tires not available.

Probably Dutch.
These cage wheels (Dutch: kooiwielen) were thought to reduce soil compaction.
Since most tractors in The Netherlands travel on roads often, rubber tires were usually standard issue.
These kooiwielen were phased out in the sixties and replaced by duals.
