3020 clutch

Put a stiener clutch in our 3020 this winter after overhauling the engine, discovered this summer that when advancing the throttle that the pto fingers pull themselves in and engage the pto. Got a different clutch from all states which looks identical to the one we got from stiener and as I suspected it does the same thing. Deere gets over twice what these other 2 places do. What other options are there to get one that is different and will work like it's supposed to?
 
I do not know what all new you put in your PTO clutch? First thought I have, did you put the PTO clutch back together correct; disk, placed three release springs, pressure plate, 12 outer and inner springs, correct three fingers? Then were the three fingers adjusted correct? Is the dash PTO lever adjusted correct? Also, it might be your PTO brake AR32294R shoe with lining is wore out to stop the PTO when disengage. Is there differences in PTO part? You said Steiner parts were the same as All-State parts?

the clutches came as assembled units, I did adjust the fingers with the correct tool, and it is a late model 3020 with the hydraulic engaged pto clutch. Regardless of if the pto brake is working or not I don't think it should pull the fingers in and engage the clutch with engine speed, the fingers on our 2520 clutch dont pull in.
 
What is your hydraulic pressure set at? And did you adjust the pto valve once you had it running. Thinking you have a valve problem and it is leaking pressure to clutch. The valves aren't cheap just to throw one at it. With the tractor cold, start the tractor and put your hand on the valve to see if it is getting hot. If it is, your valve is shot and needs replacement. Leave the pto off while doing this.

The throw out bearing doesn't move when we speed up the engine, the fingers pull in on their own like centrifugal force.
