4020 hand throttle

My 1964 4020 diesel syncro range hand throttle will occasionally not hold a specific rpm setting while the foot throttle works fine. I have looked at the whole throttle diagram trying to determine if the problem is worn bushings because the connecting rods are all metal. Anyone else ever had hand throttle issues and how did you correct?

There are two fiber disks that hold the throttle disk at your certain speed. If the two steel disks still have their fiber disk, you can take off the cowl over the dash and tighten these disks to hold the throttle in a set position. I think it takes a 9/16 socket on the right side of the dash? Tighten and lock in place with a lock nut.
